CCW Securing Connections Series: The Future of Wireless in Colorado
In the last few years wireless technology has become more of an integral part of Coloradans' everyday lives. Almost 17% of Colorado households have dropped their landline telephones and moved exclusively to wireless. Nationally, according to a Pew Research Center, one-third of Americans (32%) have used a cell phone or Smartphone to access the internet for emailing, instant-messaging, or information-seeking. To examine the Future of Wireless in Colorado, the Coalition for a Connected West and the University of Colorado Leeds School of Business present a free seminar to discuss the rapid growth of our wireless world and how technology is providing increased benefits for consumers and businesses.

Agenda and Topics for March 18th Field Hearing in Flagstaff, Arizona on the Broadband Technology Opportunities Program
On Wednesday, March 18th, the National Telecommunications and Information Administration (NTIA) will hold a field hearing in Flagstaff, Arizona. According to the press release, “The meetings will allow interested Americans to help shape the broadband program so that the stimulus money is used effectively and efficiently. Each discussion will focus on specific topics, which will include grantee eligibility, interconnection obligations, definitions of broadband and underserved, rural and unserved areas and the role of the states." This is an opportunity for the public to share their ideas on how a part of the stimulous money should be spent.

Securing Connections Series Highlights
On Tuesday, September 23rd, the Coalition for a Connected West held the first event in its Securing Connections series at the Hyatt Regency Hotel in Phoenix, Arizona. The lunch event was co-sponsored by the Arizona Chamber of Commerce and Industry.
The event featured three dynamic speakers: Former Assistant Secretary of Commerce for Communications and Information Larry Irving spoke on the “Exaflood” – the data surge that is pushing the Internet to its limits; Co-Founder and CEO of Auroras Entertainment Diane Smith talked about the wonders of the wireless world and how businesses can be started, grow and thrive from anywhere in the world do to advances in wireless technology; and Consumer Policy Solutions President Debra Berlyn provided valuable tips on how parents, children and older adults can stay safe online.
CCW would like to thank Glenn Hamer, President of the Arizona Chamber of Commerce and Industry and State Representative Chad Campbell (D-District 14) for their participation in the event. The event was a great success and we are looking forward to bringing the event to the other states covered in the CCW territory!

The CCW Securing Connections luncheon, brought to you by the Coalition for a Connected West and the Arizona Chamber of Commerce and Industry, will feature a panel of national experts who will discuss these emerging technology opportunities and challenges that are impacting businesses and consumers in ways never imagined. Topics of discussion will include: the “Exaflood” – preparing for Internet growth and ensuring our Internet policies foster the infrastructure needed to handle that growth; content policy that will encourage economic development; wireless technology - how it is revolutionizing the way we do business; and online safety for all generations – kids, parents and older adults.Guest speakers Larry Irving, Diane Smith and Debra Berlyn will analyze the world of information security and discuss on how to confront these issues head-on in the 21st century. This luncheon is open to all – parents, entrepreneurs, business owners, students, technology advocates – can bring questions to be answered by the pros who will provide invaluable information on cutting edge solutions to the technology challenges and opportunities we face today.
Larry Irving, Co-Chairman of Internet Innovation Alliance
Larry Irving is the President and CEO of the Irving Information Group, a consulting firm providing strategic advice and assistance to international telecommunications and technology companies, technology and media startups and foundations and non-profit organizations. Prior to founding the Irving Information Group, Mr. Irving served for almost seven years as Assistant Secretary of Commerce for Communications and Information and Administrator of the National Telecommunications and Information Administration (NTIA), where he was a principal advisor to the President, Vice President and Secretary of Commerce on domestic and international telecommunications and information technology issues.
During his tenure as Assistant Secretary, the focus of Mr. Irving's work was opening domestic and foreign telecommunications markets to competition, ensuring consumer choice, and spurring development of advanced telecommunications and information infrastructures in rural and under served areas. Mr. Irving was one of the principal architects and advocates of the Clinton Administration's telecommunications and Internet policies, and was a point person in the Clinton Administration's successful efforts to reform the United States telecommunications laws. Those efforts resulted in passage of the Telecommunications Act of 1996, the most sweeping change in America’s telecommunications laws in 60 years. Similarly, in international fora, Irving was an ardent advocate of regulatory reform on behalf of the Clinton Administration. He represented the United States Government as Sherpa (lead coordinator for the U.S. Government) at the G-7's first Ministerial meeting on the Global Information Society in Brussels, and at the Information Society and Development Conference in South Africa, the first Ministerial meeting between developing countries and developed countries to discuss the Global Information Infrastructure. Mr. Irving was also a key member of the United States team that negotiated the World Trade Organization (WTO) agreement on basic telecommunication services.
On behalf of the Clinton Administration, Mr. Irving led or participated in trade missions and global conferences in all corners of the world to promote principles of competition, liberalization, and privatization of telecommunications and information technology sectors. Mr. Irving also has been an ardent advocate of regulatory forbearance with regard to new information technologies, particularly the Internet, and helped establish domestic and international policies regarding the emerging Electronic Commerce marketplace.
Mr. Irving is widely credited with coining the term the digital divide and sparking global interest in the growing problem it represents. He initiated and was the principal author of the landmark Federal survey, Falling Through the Net, which tracked access to telecommunications and information technologies, including telephones, computers and the Internet, across racial, economic, and geographic lines. In large part due to his work to promote policies and develop programs to ensure access to advanced telecommunications and information technologies, Mr. Irving was named one of the fifty most influential persons in the 'Year of the Internet' by Newsweek Magazine.
He received a Bachelor of Arts degree from Northwestern University in 1976, and is a recipient of the University s Alumni Merit Award for distinguished professional achievement. He is also a graduate of Stanford University School of Law, where he was President of the Class of 1979.
He is married to Leslie Annett Wiley and resides in the District of Columbia.
Diane Smith, Co-Founder and CEO of Auroras Entertainment, Advisor of Mobile Future
An entrepreneur with a proven record of success, Ms. Smith was a co-founder and CEO of Auroras Entertainment, an IPTV and new media services company. From 2005 – 2007, Ms. Smith led Auroras’ evolution from concept to start-up through a merger to become Avail Media, Inc. For the next year, Ms. Smith continued her leadership as Avail Media’s President for Strategy and Business Affairs. During this time, Avail Media became one of the larger VC-backed technology start-ups of 2007. Earlier, Ms. Smith was a senior executive with Alltel Corporation. There, she oversaw the development of public policies and legal strategies designed to optimize the company’s success in the rapidly evolving communications marketplace. While at Alltel, she served as a member of the Board of the United States Telecom Association and was a co-founder of the Independent Telephone and Telecommunications Alliance.
Today, Ms. Smith is a member of the Montana Academy of Distinguished Entrepreneurs, the Chairman of the Board of the Capital Connection, a technology/media subsidiary of George Mason University in Virginia, and a member of the Advisory Board of Mobile Future, a wireless technology coalition. She also serves on the Board of Directors of the ComCare Alliance, a non-profit, national organization that seeks advanced emergency response solutions. Ms. Smith also remains active on numerous other Boards and often advises businesses on start-up and new media strategies.
Ms. Smith has a B.A. in psychology from George Mason University (1981) and a J.D. from the George Mason University School of Law (1986). She is a member of the State Bars of Montana and Virginia. Ms. Smith lives in Whitefish, Montana with her husband David and 14-year-old daughter Ally.
Debra Berlyn, President of Consumer Policy Solutions
Debra Berlyn is President of Consumer Policy Solutions, a consulting firm centered on developing public policies addressing the interests of consumers and the marketplace.
With over 18 years of consumer advocacy experience, she is a seasoned veteran of handling in-depth, regulatory issues. She is experienced in communicating complex language and issues into easily understandable, applicable messages for consumers. After serving two terms on the Federal Communications Commission Consumer Advisory Committee, Ms. Berlyn was recently appointed chairperson for the Committee. She is also a member of the Board of Directors of the National Consumers League.
Ms. Berlyn has been labeled a national voice on the issue of online safety and is a regular guest on radio talk shows. As an online safety expert, she writes on the importance of keeping children safe online and has been published in the Milwaukee Journal Sentinel, Tampa Tribune, Daytona Beach News-Journal and the New Jersey Herald News.
Prior to launching Consumer Policy Solutions, Ms. Berlyn was senior legislative representative in the Federal Affairs Department of AARP, responsible for all communications and energy matters. She advocated on behalf of the members of AARP before Congress, the federal agencies (FCC, FERC, FEC, Department of Energy, Department of Commerce), and the Administration. Although Ms. Berlyn is no longer with AARP on a full-time basis, she retains responsibilities on a consulting basis, working primarily on the digital television transition issue. Consumer Policy Solutions’ other clients include consumer organizations and industry.
Prior to her position at AARP, Ms. Berlyn was president of Consumer Policy Consulting, a firm supporting the implementation of pro-consumer telecommunications and energy policies. Ms. Berlyn was co-founder and executive director of the Competition Policy Institute, a non-profit organization, from 1996 to 2002. Immediately prior to creating CPI, Ms. Berlyn served as the executive director of the National Association of State Utility Consumer Advocates (NASUCA). Before her time with NASUCA, Ms. Berlyn worked for several public interest organizations, developing grassroots lobbying programs and campaigns. Ms. Berlyn has served as a faculty instructor with Boston University’s Washington Program. She received a B.A. from American University and a M.A. from Northwestern University. Ms. Berlyn is the mother of two and truly understands the importance of family values and maintaining family safety.
